Chief Administrative Officer (CAO), Warren Grove

The Community: The Rural Municipality of Warren Grove, Prince Edward Island is a small municipality of 374 residents located to the northeast of the Town of Cornwall. It was incorporated in 1985 and with its proximity to Charlottetown and Cornwall the community has a strong desire to stay rural in nature. 

The Position: As the administrative head of the Municipality, the Chief Administrative Officer (CAO) is responsible for the overall day-to-day management of the Municipality’s operations, including but not limited to: administration, regulatory compliance with the various acts and regulations of the Province, providing advice to elected officials, support to Council and its Committees, financial management, execution of strategic plans, and community relations. The CAO reports to Council and is required to maintain a professional working relationship with members of Council, representatives of other government agencies, and the general public.

Responsibilities:

Administration & Municipal Operations – Organize and advertise meetings, prepare minutes, agendas, resolutions, maintain and monitor by-laws, records retention, ensure records are available to the public, attend all regular and special meetings of Council. Managing the Municipal Hall, setting security codes for locks, contracting maintenance issues. Administering municipal elections (as Municipal Election Officer). Maintaining the municipal website, social media page and preparing the quarterly municipal newsletter. Other tasks related to the day-to-day management of the municipality’s operations, including running errands. Ensuring adherence to the PEI Municipal Government Act. Maintain absolute confidentiality in non-public confidential matters;

Policies/Programs/Service Delivery – Advise on all policy matters, recommend new initiatives and changes. Providing Council with sound advice on all aspects of municipal governance and legislative requirements. Representing the municipality as the initial point of contact, answering public requests, inquiries and complaints. Prepare proposals for projects, deliver programs and services on behalf of Council. Research and prepare Provincial and Federal funding proposals and grant applications. Gather information and data as required. Ensuring all required bylaws, policies, and resolutions are in place and up to date. Preparing resolutions and bylaws for the Rural Municipality as directed by Council.

Financial Management – Performing day-to-day accounting of all financial transactions: Collect revenues, oversee disbursements, prepare annual budgets for operating and capital expenditures. Monitor and report on finances, including the preparation of a monthly bank reconciliation and financial statement and providing Council with up-to-date financial information at every regular Council meeting. Ensure accurate records are kept, assisting the municipality’s auditors to ensure completion of the annual financial audit. Serving as the Municipal purchasing agent. 

Qualifications: 

  • Broad knowledge and experience of the principles and practices of finance and administration;
  • Skilled in computerized information systems including financial packages, word processors, spreadsheets and databases and other related software;
  • Excellent written and oral communication skills;
  • Willingness to research, self-educate, and train on various issues (e.g., municipal affairs, software, etc.);
  • Demonstrated initiative, sound judgment and financial acumen;
  • A passion for excellence in public service and public engagement;
  • Currently legally entitled to work in Canada;
  • Ability to respect confidentiality, discretion and diplomacy in all matters;
  • Acceptable criminal record check;
  • Use of a personal vehicle (mileage will be reimbursed);
  • Shows initiative and anticipates needs;
  • Demonstrated ability to solve or identify alternate solutions to problems;
  • Open to suggestions; 
  • Flexible and willing to seek out help when necessary.


Desired Qualifications: 

  • Post-secondary education or training in public administration or a related field and/or appropriate level of work experience in a relevant field;
  • Prior experience working as a CAO for a municipal government;
  • A degree in Business or Public Administration or a related field of study;
  • Five years of administrative management experience;
  • Certification in a relevant discipline 

Working Conditions: 

  • Must be available for regular monthly meetings on the second Monday of each month at 7 PM for 2-3 hours (excluding July & August summer break).
  • Must be available for attendance at committee meetings and public meetings as required which are scheduled on the bases of availability of participants of such meetings.
  • Must be available at times during regular business hours to interact with service providers, government agencies and such;
  • Work hours may include evenings and weekends but must be available to the public when called upon;
  • Monthly Meetings and Public Meetings are held at the Municipal Hall at 7 Mill Rd, Warren Grove.
  • Occasionally off-site meeting locations are required in the conduct of municipal business;
  • Work requires computer screen time, attention to detail, interaction with government officials, stakeholders, staff and members of the public.
  • Work will involve the responsibility of independent management, meeting deadlines, attending meetings and events after normal working hours and public speaking; interactions with Council, stakeholders and members of the public.

Remuneration

This is a part-time position. The CAO is paid $20 per hour for 6-8 hours per week with the possibility of increase in paid hours. An additional $100 per month is provided to cover use of the CAO’s cell phone, publicly listed as contact number for the municipality. There are no additional benefit packages associated with the position.
